Being a product manager in an enterprise context is different. You can't just delegate and expect autonomy to work - you must provide three things: context (why this matters to the business), transparency (goals, constraints, metrics), and capability (training, resources, support).

Missing any one element breaks empowerment. Without context your team solves the wrong problems. Without transparency your team second-guesses decisions. Without capability your team can't accomplish their goals. All three together create true ownership.

The best enterprise PMs I know audit their team's empowerment: "Does everyone have context on strategy? Are goals transparent? Do they have skills and resources?" They treat empowerment as a system, not a speech.
